THE LAYOUT OF THE BASIC MARSHALLING SCHEME

Mallory Smith marshalling scheme

LIGHTS & GATES

  • LIGHT 1
    • at head of ferry dock
    • red/green
  • LIGHT 2
    • at marshalling area exit
    • red/green
  • LIGHT 3
    • on Trunk Road at entrance to library loop
    • red while ferry unloading and loading
    • flashing red when marshalling area full
    LIGHT 4
    • at top of Trunk Road
    • must be visible from all three roads feeding traffic into the Cove
    • flashing red when marshalling area full
  • GATE 1
    • at exit from marshalling area
    • closed except when ferry loading
  • GATE 2
    • at entrance to marshalling area
    • open except during unloading and loading or when overload conditions exist
  • GATE3
    • on library loop at entrance from Trunk Road
PLANTED MEDIAN
  • Trunk road will be four lanes with a planted median
  • The downhill side will have 1 lane of parking and
1 thru lane. The uphill side will have 2 thru lanes

LEFT TURN LANE

  • Provide left turn facilities in place of planted median from baseball diamond to Dorman Road
  • These provide access to the baseball diamond, parking, the general store & Dorman Road
CROSSWALKS
  • 3 pedestrian crossings of Trunk Road will be marked by road humps and pavement painting
TRUNK ROAD DROP-OFF
  • The drop-off area will be on the downhill side of Trunk Road, just uphill from the entrance to the Marina parking lot
  • Vehicles approaching the drop-off will come down Trunk Road and leave by completing a U-turn back up Trunk Road after ferry unloading is complete
TRANSIT BUSES
  • Transit buses will come down Trunk Road and unload in the drop-off area
  • they will then move to the pick-up area on library loop, wait to load and then leave via the library loop
LOWER TRUNK ROAD
  • Trunk Road, below Cardena Drive, used to access docks and the Dallas Marina, unless the ferry is unloading or loading

FERRY MARSHALLING

PROTOCOLS

  • Off-street ferry marshalling in separate area behind library, capacity for 1 full ferry load (1 Capilano) plus a 10 vehicle overload lane (See Appendix for calculations)
  • Additional overload parking along the shoulder of the entrance road and where it currently exists on Mt. Gardner Road
  • The only way to access the ferry will be via the marshalling area North of the library.
  • Vehicles will aproach via Trunk Road and the library loop
  • They will enter the marshalling area and line up in numbered lanes
  • The light at the exit (2) will turn green when the ferry is ready to load
  • Traffic will drive, lane followed by lane, onto Cardena and thence onto the ferry
  • Cardena Drive will be closed during ferry loading

UNLOADING AND LOADING

Mallory Smith marshalling scheme

TWO-LANE FERRY UNLOADING

Vehicles leaving the ferry drive in the two Northern lanes of Trunk Road [Ed: as they do at present (April 2004)]

BENEFITS OF NEW ARRANGEMENTS

  • Easier left turns without impeding unloading traffic
  • Pedestrians cross Trunk Road at marked crosswalks due to median
  • Traffic is controlled by lights and gates activated from the ferry
  • Vehicles will have access to the drop-off area during ferry loading (See Description)

ONE-LANE FERRY LOADING

NORMAL LOADING

  • Marshalling lanes will load in numbered order, following each other onto Cardena when the exit light (2) turns green
  • Light 2 will be activated from the ferry
  • Cardena Drive will be closed during ferry loading. Vehicles from the Snug Point area can leave the area using the road that circles North of the marshalling area, passing by the pick-up area.

OVERLOAD TRAFFIC

  • Traffic sensors triggered when marshalling area full will trigger overload lights and close gates
  • While loading, gates 2 & 3 (marshalling and library loop entrances) will be closed
  • Lights 3 & 4 (entrance to library loop and at Cates Corner) will turn on and show flashing red
  • In overload conditions, vehicles will have to wait in the overload areas
  • After ferry loading the two flashing overload lights will turn off, the two gates will open, and vehicles will move down to the marshalling area

LAST MINUTE TRAFFIC

  • Vehicles arriving after ferry loading has begun will have to wait in the overload area West of the Miller/Dorman Road intersection
  • A flashing red light (4) will indicate this condition
