Dear Mr. Ward:

It has been brought to our attention that B.C. Ferry Corporation is contemplating operating a 12-month pilot for a contracted passenger-only ferry service between Snug Cove on Bowen Island and Horseshoe Bay in West Vancouver. It has been suggested that the proposed contracted service would be issued without going through a request for proposal process which, as you know, is a BCFC policy requirement.

We believe that contracting out to private industry is a progressive, cost-effective way to do business. However, we are steadfastly against issuing contracts without going through the required proposal and bid process.

Our membership represents owners and operators of passenger vessels that have passenger capacities of six to 295 passengers. A number of our members have bid on B.C. Ferry Corporation contracts both successfully and not successfully. As taxpayers and responsible corporate citizens, we believe that if the above suggested actions on the part of B.C. Ferries are being anticipated, it is imperative that you issue a directive to not proceed in that way and to put the project out to tender.
